Pacific Millennium was established in San Diego, California, in 1977, starting in the paper trading business. In 1986, the company entered the China market, setting up a Beijing representative office. Pacific Millennium then expanded its Asian trading network of offices to cover Hong Kong, Thailand, Malaysia, Taiwan, as well as other key cities in China. In 1991, Pacific Millennium went into Paper Manufacturing, by setting up a Paper Mill in Hong Kong. Subsequently, Pacific Millennium entered into joint venture arrangements in China with Smurfit Stone (the largest world's manufacturer of Industrial Paper), International Paper (the largest Paper Company in the world), and Carter Holt Harvey (New Zealand's number one paper company). These partnerships propelled Pacific Millennium to a leading position in the China Paper Market, before the company sold off a substantial portion of its paper business operations to International Paper in 2005.

Pacific Millennium still retains significant operations and presence in China's Paper Packaging market. Furthermore the company has entered into other none-Paper businesses, investing in the Cemetery business in 1993, Information Technology in 1998, Investment Capital Services in 2000, and the Environmental Sector in 2002. The Company aims to develop leadership positions in all these sectors, while participating and contributing in China's substantial growth and success.
